Amazon agreed Wednesday to pay $8.25 million to settle a lawsuit accusing the company of discriminating against residents of two predominantly black neighborhoods in Washington, DC.

The discrimination? Amazon reportedly thought the neighborhoods were too dangerous to send drivers out on deliveries.

But the lawsuit raises a much bigger question about how D.C. officials are serving the very residents they claim Amazon mistreated:

Why did one of the biggest companies in America decide these neighborhoods were too dangerous for its drivers in the first place?
